Sniffers Not Digging Up Seeds

Sniffers are not digging seeds - they do the sniff animation but never enter the digging state.

This was first noticed on our multiplayer world, I've since tested this in a creative world using 15 sniffers on grass, moss and mud.

I've done a clean install of Minecraft to ensure no packs are causing the issue but still no digging.
