Steps to Reproduce:

1. Find a place below Y=0
2. Place water and grass block for sugar cane's growth
3. Using bone meal

Observed Result:

Sugar Cane keeps growing below Y=0 using bone meal.

 

Expected Result:

Sugar Cane can only grow 3 blocks high.
