Is the Cherry Blossom Cape still being rolled out?

I didn’t get the cherry blossom cape yet despite voting
there is a reason I couldn’t have gotten it
I didn’t click claim when I voted but I did vote
whatever it is it’s been a month and I’m starting to get concerned so please help me I tried contacting Mojang support to no avail and Microsoft support isn’t doing anything
