Steps to reproduce 

1. Remove existing the ground of surface
2. Place any specific copper grates and waxed copper grates
3. Take water bucket and then fill to copper grates & waxed copper grates

Observed result

The waterlogged copper grates can be flooding the area.

Comparison: 1.20.60.21 vs 1.20.3 Release Candidate 1

Expected behavior

Waterlogged copper grates can supposed to be flooding the area just like Java Edition.
