Banner pattern duplicated

So I've seen this issue for quite a long time and it stops me from creating banners I want. For some reason there are two base indented patterns on the loom instead of one chief indented and one base indented and even if I try to add the chief indented the old fashioned way it applies it to the banner but doesn't actually appear on the banner.
