Title and Titleraw Command do not Respect Times Parameters for Actionbars

Steps to Reproduce:

/titleraw @s times 100 100 100
/titleraw @s actionbar {"rawtext":[
{"text":"hi"}
]}

Expected Result: The "hi" message would fade in for 5 seconds, stay for 5 seconds, then fade out for 5 seconds. This would then apply to all future and current titleraw messages.

Observed Result: The "hi" message only stays only for the default "times" values, as well as other future executed times commands.

Note: This same bug also appears in Java Edition, MC-106167. It would be useful to also have one for Bedrock Edition.
