scrolling in hotbar by tilting goes in the wrong direction

When switching between hotbar slots by tilting the mousewheel, the hotbar selection moves in the opposite direction of the mousewheel (tilting left moves it to the right, tilting it right moves it to the left).

i have tested it and its not a mouse issue.
