The breeze produce the block particle below it even if it was standing still

The breeze can produce the particles of the block below it even if it was standing still.
To reproduce:
1. Summon a breeze on the floor.
2. Look at the particles that the breeze keeps producing while standing.

Expected results: It should not produce particles if it was standing still.
