Villagers Using Wrong Workstations

Approximately 5% of villagers in my "capital" are going to the wrong workstation.  I've noticed this happening only very recently when a Librarian went to the farm and was standing by a composter.  Didn't think much about it at first, but it then start harvesting the potatoes with the same farming actions of a typical Farmer.  Then a Toolsmith headed to the farming area and started to do the same.  This occurrence is happening all around the city, particularly in the farming areas.

Steps to Reproduce:
Normal play without any actions with the villagers.

Expected Results:
All employed villagers go to their respective job site blocks as normal in gameplay.

Observation Results:
Approximately 5% of employed villagers go to the wrong job site block and interact with it accordingly as if normal.  Either the villager is at the wrong workstation or the "uniform" assigned upon employment was incorrect.
