Concrete Powder does not drop when destroyed by torch, string, etc.

The other day, I was making a minigame that pushes concrete powder onto torches, which is transported via hoppers to a barrel. No matter how many times I've tried, it does not work, and I've checked and triple-checked that Tile Drops is enabled.
