Frame rate limit set to 150 and producing 60 fps ,when set to uncaped goes to 144

when playing on a sever OR world ,if you change your frame rate to 150 frame's it only out puts 60 and hurts other aspects such as sharpness. When changed to uncaped ,runs well at 144 frames with a clear image. I have screen shots below ,Im using xbox gamebar to display the usage of the hardware components and Geforce experience to show frame rate
