Parity issue: Recovery Compass can be enchanted with Curse of Vanishing in Survival mode

Inverse of ~~MC-255288~~, which got WAI'd.

It's possible to enchant recovery compasses with curse of vanishing in bedrock edition while it is not possible to enchant it in Java edition.
