Can't unlock recipe if typed without "minecraft:"

Steps to Reproduce:

1. Type this command in chat: /recipe give (or take) <player: target> <recipe: string> (any recipe without minecraft:, for example crafter)
2. Now do the same thing in Java Edition

Observed Results:

It shows "The recipe could not be found."

Expected Results:

It should unlock the recipe
