Discount for curing a Zombie Villager no longer increases when the same Villager is reinfected and cured multiple times

 I am wanting to make a villager trading hall whitch has 1 stick = 1 emerald but when I cure the villager for a second time the price did not go down (this was not on my realm). I went on a sigual player world and it still didn't work.
