Opening the dressing room before your skins have loaded in always displays the dressing room tutorial pop-up

The tutorial pop-up describing the difference between regular skins and character creation pops up every time I open the dressing room window.

Steps to reproduce:

1. Open the game
2. While your skins are still loading, open the dressing room

Observed result:
The tutorial pop-up displays even if you have already gone through it.

Expected result:
The tutorial pop-up does not display.
