Non-waxed copper bulb placed with /fill commands are switched on

When you place any non-waxed copper bulb with /fill commands, the non-waxed copper bulbs on any oxidization state will turn on their lights, even though there are nothing triggering it.

Steps to Reproduce
Do /fill ~ ~ ~ ~3 ~ ~3 copper_bulb command

Observed Result
All the copper bulb turned their light on.

Expected Result
All the copper bulb remains off after triggering the command.
