Issue with sound clarity (music and sounds sound "deep-fried"/distorted)

Since 1.20.30, the update that added new main menu music, all music and most sounds in minecraft sound what is best described as "deep-fried": distorted; low quality. That is a terrible experience, and it seems to also affect other windows apps only while minecraft is open. It makes sound have terrible quality nearly systemwide.
