[Mob Vote]: Blocking access for players from other countries

Minecraft Bedrock blocks access to voting for mobs for players from Belarus.

To vote for the mob you like, you need to install and enable a VPN. If you enter the game without a VPN, the game will disable access to all online services, including Mob Voting.

Steps for reproduce #1:

1. Location in the Republic of Belarus
2. Launch Minecraft (1.20.32 from Google Play)
3. Sign in to your Microsoft account 
4. Exit to main menu

Steps to reproduce #2:

1. Location in the Republic of Belarus
2. Download and enable the VPN (any for Google Play)
3. Launch Minecraft (1.20.32 from Google Play)
4. Sign kn to your Microsoft account
5. Exit to main menu
