Unable to access mob vote server

I am unable to join the mov vote server as I can not download the data pack of 11mb, I have 1.6tb available on the external drive and 300gb on the ps4 but can not access. Are the servers too busy or is this a PS4 issue? 

I have this issue often and I can not download marketplace items as my device states there is not enough space. 

 

Please help or advise how I can resolve this.
