Vines & tall-grass dont get tint from under water?

Vines and tall grass, and possibly lily pads are bright white/grey when viewed from under water.

It seems to be true with "fancy graphics" setting on, but its hard to tell because of the non-transparent water, but it is very apparent with that setting off.
