Ice blocks generate when ice sheet is removed in a cold biome

I am creating an iceberg base and for cosmetic reasons have removed the naturally generated ice sheet. However, whenever I rejoin the world in the area of the base, single blocks of ice (usually two or three) generate on the water's surface and start to spread and fill in the whole area. Not sure if this is a bug or an intended (albeit annoying) game feature.
