Snow Golems melt in Ocean biomes

Snow Golems melt in regular Ocean biomes despite the biome temperature being 0.5

Steps to Reproduce:

1. Find an "Ocean" biome
2. Try to build a Snow Golem

Effect: The Snow Golem starts melting until it dies

FYI: this happens on Minecraft Bedrock Edition (not sure about Java)
