Can't upload custom skins

I've tried uploading a custom Minecraft skin for about 50 minutes now. No matter what the skin is it says "this isn't a Minecraft skin". I have reinstalled the game, restarted the game, signed out and signed back in, restarted my device, but nothing has fixed it.
