Nothing Dies from Charged Creeper Explosions

Mobs don't die [or maybe don't take any damage?] when hit by charged Creeper explosions while standing in water. 

Tested this in:

1. [Normal Difficulty] Survival Realm
2. [Normal Difficulty] Creative Private Game
