Minecraft bedrock doesn't let me change a skin from one I put from my folder

every time I try to give myself a skin I upload from my file it doesn't let me and just gives me the "That's not a Minecraft skin, silly" when the image it is in fact a minecraft skin file, and that only seems to be an issue with my samsung s23+ when i tried on another phone it did let me change it
