Experience Orbs not giving experience

When any experience orb is given, whether from mining, smelting/cooking, or killing mobs, the experience orb is visible, but no experience is given when I come into contact with it. My in hand item will bob like it just picked something up, but no experience is given. I have used /give to get experience bottles, up to 10, but it will give only 1 bottle's worth. I have gotten enough orbs to be at minimum level 45, but am stuck on level 18.
