Passive mobs no longer spawn during nighttime

Since 1.20 the passive mob spawn rate is broken whenever it is nighttime, however, hostile mobs still spawn during nighttime. This was working in 1.19 but was broken in 1.20 and I need to use light sources to make the passive mobs spawn again.

Steps to Reproduce:

1. Set the time to night

Observed Results:
Passive mobs don't spawn during nighttime and hostile mobs only spawn.

Expected Results:
Passive mobs spawn during nighttime.
