Air bubble row appears way above where it should be when submerged in water inside of boat

As I was transporting villagers inside of a boat to a new trading hall, I put down water one block up to climb the hill, but when I go under the water whilst in the boat, the air bubble row above the hunger bar appears about halfway up the screen.
