Unable To Claim Victor Set

I have completed all the achievements but some of the character creator items (especially items belonging to the victor set like Victor's hat, Victor's Shirt, etc.) are unclaimable.
When I click on those items the only option I receive is "view achievement" there is no option of collecting those items.
