Travelling into unloaded chunks causes damage

Steps to Reproduce:

1. Go into a world in survival with cheats enabled
2. Tame any horse
3. Teleport to the edge of an unloaded chunk
4. Travel towards the unloaded chunk or further

Expected result:

The player shouldn't take damage when going into an unloaded chunk

Observed Result:

The player takes damage when riding on a horse going into an unloaded chunk
