blocks cannot be placed by commands

some blocks cannot be placed/given via commands in chat
all of the blocks that are unable to be placed are pre 1.16 blocks

this has existed for a few versions - since at least 1.17

the image below shows most of the blocks that cannot be placed (i havent tested all blocks in the game)
the bottom (smaller) row of blocks are able to be accessed via commands but only through odd/outdated commands
