Redstone torch dust particle is offset to the west (-X)

Steps to reproduce

1. Place a redstone torch, or several.
2. Observe the dust particles that it creates from each cardinal direction and from above.

Expected result

The dust particles are centered over the torch.

Observed result

The dust particles are always offset in the -X direction.
