The bug that you can't catch fish in the bucket has occurred again

~~MCPE-94520~~ appeared to be fixed, but we had a similar bug in 1.20.12.
I ran into this bug while playing multiplayer on bedrock edition.
However, since this bug did not occur in rivers, etc., the cause of the bug has not been elucidated.
