Experience orbs no longer immediately start moving towards the player

Summary:
When an experience orb is near the player, the orb doesn't start moving towards the player until a few seconds have passed. In older versions and Java Edition, the orb immediately starts moving towards the player.

1. Throw an experience bottle near the player

Observed Results:
The experience orb doesn't start moving towards the player until a few seconds have passed.
