ps4 cobwebs won't make string thus can't make bows

i have a stack of cobwebs in my inventory and i can't make string to make beds or bows/dispensers to build.. tried using the crafting table and the loom i have done it before with the crafting table i even tried with the shears in my inventory, i tried placing the cobwebs and using shears on them to refresh. nothing worked on the ps4 version
