Some large mobs float on snow layers

Some bigger mobs like the polar bears float in the air when spawned on snow layers while the ravager does float in the air it immediately broke the snow layer before landing on the ground. This issue doesn't occur in 1.20.10.

Steps to Reproduce:

1. Place some snow layers
2. Use a spawn egg or the /summon command to spawn a polar bear on the snow layers

Observed Results:
The polar bear floats in the air. If you place more snow layers under the polar bear, it will float even higher. Minecraft Preview 2023-07-15 06-32-33.mp4

Expected Results:
The polar bear shouldn't float in the air.
