Mobs are stuttering when far away from the Player

Mobs that are far away from the Player start to stutter at a certain distance regardless of your simulation distance setting.

Steps to reproduce:

1. Spawn any Mob
2. Go far away from the Mob 

Observed Results:

Notice how the Mob is stuttering when they shouldn't

Expected Results:

The Mob moves around with no problems far away from the player
