/setblock json block states syntax is broken

When trying to use the setblock command with a block such as stone or wool with multiple block states inside of a json, it simply always gives a syntax error 
Syntax Error unexpected ":" at ["color":"white"]
the command used the recommended wool["color":"white"] syntax
