elytra doesn't deactivate in fly mode

when i double tap x when using the elytra in creative mode to go into fly mode the elytra doesn't deactivate and it starts acting weird. When I hold x it acts as if i am using the elytra aswell

Edit:You also fly down very slowly if you don't press crouch
