Taking fall damage when riding a boat

Steps to Reproduce:

1. Create a new world
2. Find or build a place more than 3 blocks higher than another
3. Place a boat and ride on it
4. Ride the boat down the 3-block drop

 

Observed Results:
Passengers (Players and mobs) take fall damage

 

Expected Results:

Passengers should not take any fall damage
