Nether Mobs Spawn rate

The Nether Mobs Spawn rate seems astronomically high. No exaggeration, I was chased by 30 piglins once. and they spawned in hunting parties of ten. within 2 minutes of each other. this is only a problem in the nether, as in the overworld, the spawn rate is fine. for more context, i'm on EASY difficulty.
