Gaining experience when fishing with a rod with Luck of sea III, Lure III and Repair I is impossible

 When creating an experience farm based on fishing, I used a fishing rod with Lure III, Luck of sea III and it worked quite well, the problem is that when I put it through a repair book I drops the XP particles but the player does not receive the XP and the bar never increases, I'm playing on a 1.20.1 server
