Villagers change seat when being cured in boat, disabling the driver seat for mobs and the player

Steps to Reproduce:

1. Put a villager in a boat

2. Drive the boat near a zombie so the zombie attacks villager

3. Let zombie infect villager.

4. Leave boat

Observed Results:

The boat is left with a phantom mob one of the two seats and a new mob or player cannot sit in the boat. This leads to it only fitting one mob unless the boat is broken or the player relogs.

Expected Results:

The boat should be left with an open seat for a new mob or player to enter the boat without having to relog.
