"execute" has an error in a "mcfunction" file

The "execute" command does not function in a "mcfunction" file. 

The contents log indicates that the "execute as @a" is an error. 

It does not work no matter the the "version" of the "manifest" file of the behavior file. 

The "execute" command works fine if not in the "mcfunction" file.
