Bats can't pathfind in light blocks underground

If bats are in an area full of light blocks below y=61, they cannot pathfind and just stay stationary.

Steps to reproduce:

1. Create a hole of any size below y=61
2. Place a number of light blocks in a cube, even 1x1 works
3. Spawn a bat inside the light block
4. The bat will freeze
