Unable to access "Main Menu Interface"

Whenever I launch the game and get sent the the Main Menu. My D-Pad is unable to scroll up or down, left or right on the Main Menu. Along with this I can only move with the joysticks to different areas in the Main Menu. Whenever I attempt to click "A" on any menu (play, marketplace, advancements, ect) Nothing happens. I do not get sent to that menu are remain stuck in the main screen. I continue to restart the game and my Xbox to try and fix this, and eventually after a ton of attempts, I get in. (Today I got in on my 12th attempt) I have uninstalled the game before multiple times, but it never stops from this. Normally after I manage to get passed this, the bug goes away, and comes back a few weeks later.
