All what's new prompts disable all buttons on xbox controller

Everytime a new dlc, community event, update, etc. prompt appears upon booting up minecraft it causes the xbox controller buttons, with exception to the xbox button, to stop working. Video link provided  https://1drv.ms/v/s!AuOKZ9yNfGl5hBPr8g-vEqLWj7OH

Quick side note, due to the nature of the bug I am experiencing ( video link provided ) I am unable to see which version of bedrock my xbox is running. So I just chose a version in order to report this rare bug.
