Can’t scroll down in menu

For some reason, either an update or a misclick in settings caused me to have to double-click to select anything as well as making it impossible to scroll down in the menu. If it is a setting, I can’t get to it because I’d have to scroll down in the touch options, which I can’t. THIS NEEDS FIXING.
