Hit boxes of fences, iron bars and walls

You cannot reach by a fence, iron bars or walls to access a chest. Formerly you could. Hoppers, copper rods and end rods are not affected by this bug. For example, if you are standing on a fence with a chest below it, you cannot open the chest without first removing the fence. The chest can still open, however the player cannot access it with the fence in the way.
