Neither seagrass, coral nor coral fans spawn when using bonemeal on underwater blocks

Summary:
Using bonemeal on an opaque block underwater does not produce anything

Steps to Reproduce:

1. Open a new world
2. Dig a hole that is at least 5*5 wide, 2 blocks deep
3. fill both layers with water source
4. use bone meal on the block under the water

Observed Results:
Nothing spawns, bonemeal is still consumed

Expected Results:
Seagrass, coral and coral fans should spawn
